Traffic Diversion
(Moving violations include seatbelt tickets)


The Junction City Municipal Court offers an alternative to sentencing (paying the traffic fine) for moving violations if you are eligible. The advantage for completing this program is that your ticket will not appear on your driving record.

You may be eligible for the traffic diversion program if:

  1. You have had no other moving violations tickets during the last three years.
  2. You have not participated in any other traffic diversion program during the last five years, either in the state of Oregon or any other state.
  3. You are not a commercial driver [CDL]. If you carry a commercial driver's license, you may contact the court for possible lowering of your fine, but you cannot participate in our traffic diversion program. (The 2005 Oregon legislature passed legislation barring any commercial driver, whether driving a personal car or commercial vehicle, from participating in any sort of traffic diversion program).

These are the conditions of the traffic safety program:

  1. Plead guilty to the charge you have been cited for.

    This language is contained on the Diversion Agreement form. By signing the Diversion Agreement, you are pleading guilty.

  2. Complete a Diversion Agreement form and submit it to the judge or mail it in.

    You may obtain this form from the court clerk or print it from the link above. Make sure the form arrives in the court office by the appearance date on your ticket. You do not have to complete the course by your appearance date--you have four months to obtain and turn in your certificate.

  3. Pay the $80.00 court cost.

    This cost may be paid in two monthly installments. There is a space on the form to request installment payments or you may mail in the $80.00 fee with your Diversion Agreement. Junction City Municipal Court accepts payment over the phone, but only via MasterCard or Visa credit cards. Phone 541-998-1113 if you wish to pay by phone. The court is not set up to take payments over the Internet.

    You do not pay the traffic fine unless you fail to successfully complete the diversion program. If you fail to honor the terms of the Diversion Agreement, you will receive notification of this at the address you provide on your Diversion Agreement.

  4. Attend and complete a traffic safety school or program.

    It is your responsibility to pay for the class, obtain the completion certificate, and send a copy of the completion certificate to the court.

    Courses accepted in this court:

    • Code 4 Traffic Safety School, Internet Version, available for traffic safety and seatbelt classes. Make sure you get the completion certificate to the court. Cost is $40.00.

    • Code 4 Traffic Safety and Seatbelt classes, 2010, live class presentations. Locations available throughout western Oregon. Cost is $40.00.

      Locations and dates are listed on the schedules listed above. You only need to attend one class to obtain your certificate. Unless otherwise specified, class begins promptly at 6:00 p.m. and ends at 10:00 p.m. (ends at 8:00 p.m. for seatbelts). Covers driving law and traffic safety. All proceeds go to purchase child safety seats and educational programs for low income families in Oregon. Phone 1-541-245-0703 to pre-register. You must either pre-register or bring your fee in cash. No checks will be accepted at the door.

    • Alternate school for those who need a Saturday course or a Spanish language course: NTSI Traffic Safety School is available in most major cities in Oregon. Fee for the classroom school is $45.00 (is also on the Internet for $39.95). Focus of this course is traffic safety. Phone number for class locations and registration is 1-800-776-6874. This course is approved by some insurance companies for reduced premiums, so check this option out with your insurance agent to see if your insurance company participates and whether or not you might qualify.

    • OregonDriverImprovement.com is available for those who have access to the Internet. Cost starts at $39.95, depending on how the certificate is ordered. Focus of this class is Oregon driving law. (Not available for seatbelt tickets.) Please note: Oregon Driver Improvement may tell you that you will get the ticket price back--this statement is for courts where you pay both the ticket price and the diversion fee. Junction City Municipal Court only charges a diversion fee and thus you will not get the ticket price back.

    • The AARP Traffic Safety Program, formerly called 55 Alive, sponsored by the AARP, is a two-part session for people of retirement age. The cost is nominal. Contact your local Senior Center for class registration. Or, if you are a member, you may take the class AARP Traffic Safety Online course. Some insurance companies also reduce insurance premium rates for attendance at this class. Check with your agent to see if you qualify.

  5. You send the graduation certificate to court.

  6. You get no further tickets for moving violations during the four month period of the agreement.

If you successfully complete all of these conditions, your ticket will be dismissed at the end of this four month period.

Failure to complete any of the above conditions will be an automatic failure of the diversion program. The judge will impose a fine and your ticket will be submitted to the Oregon Department of Motor Vehicles (go on your record).
